- Diploma in Labour and Economic Studies, Ruskin College, Oxford University
- Increase in employment and industrial relations systems, University of Oslo, Norway.
Mr. Spencer is a union / professional politician. He has held positions as follows:
1 Deputy President of the Antigua and Barbuda Workers'
Secretary-General of the Federation of Workers of Antigua and Barbuda.
President of the International Maritime Organization and the Council of Caribbean aviation.

Political leader of the Progressive States
Leader of the Opposition in the House of Representatives.
